Quirós is a former Puerto Rico government official who served as Mayor of San Juan, Puerto Rico for several days in 1977, after Mayor Carlos Romero Barceló was sworn in as Governor of Puerto Rico on January 2 and until Mayor-elect Hernán Padilla took office later in the month. He had previously served as Vice Mayor during Romeros eight-year stint as Mayor. As Vice Mayor, he was considered the "bad cop" in counterbalance to politician Romeros "good cop" role, and their partnership helped streamline and modernize San Juan's city government and prepare Romero for his successful bid for the governorship in 1976.
