He had previously served as Vice Mayor during Romeros eight-year stint as Mayor. As Vice Mayor, he was considered the "bad cop" in counterbalance to politician Romeros "good cop" role, and their partnership helped streamline and modernize San Juan's city government and prepare Romero for his successful bid for the governorship in 1976. |
