has gloss	eng: Incapacity Benefit was a United Kingdom state benefit intended for those below the State Pension age who cannot work because of illness or disability and have made National Insurance contributions. It has now been replaced by Employment and Support Allowance, although indivduals who are already receiving the benefit will continue to do so for some time. The benefit is administered by Jobcentre Plus (an executive agency of the Department for Work and Pensions).
