Fyrsti fundurinn var haldinn 1984 og komu þar saman hagfræðingar, umhverfisverndarsinnar og aðrir sem létu sig mál samfélagsins varða. TOES varð á endanum einnig nafn yfir ýmsa svipaða fundi sem haldnir voru á næstu tveimur áratugum.
