has gloss	eng: Filling the tree is a U.S. Senate procedural process whereby the majority leaders use their power to offer a sufficient number of amendments on legislation to "fill the tree" so that no other senator can offer an amendment. Filling the tree uses a traditional right to first recognition on the floor to introduce first and second degree amendments that limit rank and file senators the ability to offer further amendments.
