has gloss	eng: The Duchy Tenants Association was formed on the Isles of Scilly in 1996 when a number of farm and residential tenants of the Duchy of Cornwall on the Islands banded together to challenge their landlord over the introduction of a ‘Bed Tax’ policy. As a result, the Duchy was obliged to negotiate an agreement rather than impose unilaterally its own scheme.
