It sets out the entitlements of air passengers when a flight that they intend to travel on is delayed or cancelled, or when they are denied boarding to such a flight due to overbooking, or when the airline is unable to accommodate them in the class they had booked.

Ureja upravičenost potnikov v letalskem prometu do kompenzacije in pomoči v primerih, ko jim je zavrnjeno vkrcanje na nameravani let zaradi prekomernih rezervacij (overbooking) ali drugače, je ta let odpovedan oz. ima veliko zamudo, oz. potniku ne more biti zagotovljen prevoz v rezerviranem razredu (boljša ali slabša namestitev).
