Das Verzeichnis ist motiviert von der Gründung der Apostolischen Kammer und der Gregorianischen Reform. Kardinal Cencius Camerarius (Cencio Savelli) nennt sich im Incipit als Autor und gibt das Jahr 1192 als Zeitpunkt der Kompilation an.
